Washington - Transgender and gender non-conforming individuals who meet the requirements for military service can now openly serve their gender identity under a new policy approved by the secretary this month.

Requiring Women To Register For The Draft: Selective Service Changes Proposed
"People are our strength," Stitt said Tuesday. "We have a more versatile and stronger ability to assess and retain skilled personnel, which improves readiness."
According to the policy, soldiers' gender identity will no longer be grounds for involuntary discharge or discharge, refusal to reenlist or remain in the service, or misconduct or harassment.
The updated policy applies to all active duty, National Guard and Reserve soldiers, United States Military Academy cadets and Reserve Officer Training Corps contract cadets. Military health care providers provide medically necessary care to transgender soldiers as directed by the deputy secretary of defense for health and the surgeon general, Sitt said.
“Every soldier is different,” Sitt said. "When a military health care provider makes a diagnosis of gender dysphoria, the soldier must sit down with his chain of command and the health care provider to determine what treatment is needed to transition effectively."

The policy states that commanders must approach a soldier's transition as they would any other soldier receiving necessary medical care. Leaders must also do their part to minimize the impact on mission readiness.
Once a soldier is stable in their self-identified gender, they can request to change their gender marker in the Defense Enrollment Eligibility Reporting System or DEERS. Once the policy is finalized, all policies and standards for that gender will apply.
Individuals are expected to meet all form, grooming, body composition, physical fitness and drug screening criteria. Likewise, a soldier's identified gender in DEERS allows them access to gender-specific facilities such as bathrooms and showers.
Transgender workers and those with gender dysphoria must meet all medical reimbursement criteria, the policy says.

Before the updated guidelines were introduced, people with dyslexia were presumed to be ineligible unless they were stable for 36 months and willing and able to work in their biological sex, Sitt said. Under the new guidelines, the eligibility period is now 18 months, allowing a person to work in the gender they identify with.
Applicants must provide proof of identity, such as a birth certificate, U.S. passport or certified copy of a court certificate, the policy states.
If an individual does not meet the medical criteria, they may request a waiver from evaluation in accordance with DOD and guidelines. Approval criteria are determined on a case-by-case basis and must serve the individual's best interests after a detailed assessment of the individual's capabilities.
It must continue to operate in an environment free from harassment and unlawful discrimination based on race, color, national origin, religion, sex, gender identity and sexual orientation, Sitt said. Training under the new policy should ensure proper integration of all efforts.

Next year, the service will implement a three-tier training model, starting with judge advocate, medical and chaplaincy board, and inspector general, Stitt added.
The second phase will follow shortly and will provide training for managers and supervisors, and the third phase will provide unit-level training.
All training under the updated regulations must be completed by June 25, 2022, the city said. It will then adapt existing training units through September 2022 to train personnel on gender dysphoria and DOD and transgender policy changes.
"DoD policy allows transgender personnel to serve openly," Sitt said. We now have a policy to support this.

"US citizens or immigrants who were born male and transitioned to female should still register," Choice Services said on its website.
People who were born female but identify as male are not required to register for the military draft, according to the government.
The policy isn't new, but Choice Services sent a message to parents Friday reminding them that their sons must register.

The tweet links to a government website that says "almost all US citizens and male immigrants between the ages of 18 and 25 must register for Selective Services."
The policy is a deadline set by the Biden administration, but the White House has said it supports everyone who participated in the program last year.
"The administration supports Section 513 and the registration requirement for all citizens, which further ensures a fair and just military selection system," the White House said last year as Congress considered including women in the National Defense Authorization Act. That year, Biden signed an executive order allowing all eligible Americans to serve in the military. The White House statement cited a 2016 study that found "openly transgender service has no significant impact on the operational effectiveness or unit cohesion of foreign military forces."
When contacted by the White House for comment on the matter, Fox News turned to the Digital Choice Service.
Michael Migliara, a spokesman for the Selective Service System, told Fox News Digital Tuesday night that Congress needs to make changes to allow women to register with the agency.

Migliara said the Military Selective Service Act allows the registration of "males" between the ages of 18 and 25. For the Selective Service to be authorized to register women, Congress would have to pass legislation amending the current law. “While there is no current plan, the Selective Service System is the most transparent peacetime program to ensure operational readiness is fair and equitable. There are two suits in the military lottery. Those with a black card are exempt from military service, and those with a red card are conscripted for two years.
As in previous years, military officers and medical personnel were also ready to treat the sick. On that occasion, a man fainted and fell to the ground after drawing a red ticket. He regained consciousness after about 10 minutes.
On the other hand, there are those who volunteer for the military and submit their applications to officials. Some even engage in military-style chatter to demonstrate their determination.
